To Our Customers, Partners and Shareholders,
For 25 years, Microsoft has worked to bring the benefits of the
personal computer to hundreds of millions of consumers and
businesses around the world. Our efforts to develop innovative
new versions of the Windows operating system and other new
technologies are contributing to the growth of the Internet, the
high-technology industry and the American economy.
On Monday, a U.S. District Court announced its conclusions of
law in the government’s antitrust case against Microsoft. We
respectfully disagree with the Court’s court’s ruling, and ulti-

continue to be the No. 1 priority at Microsoft. We will continue
to hire great people, listen to our customers, invest
in
research
and development and create the next generation of great
software products.

and responsibilities. That’s why Microsoft did everything it
possibly could over the past four months to try and resolve this
case without the need for further litigation. We have always
believed that a settlementwould be is in the best interests of
consumers, our shareholders, our employees and the American
economy. Although we believe we have a strong case on
appeal, we will continue to look for new opportunities to resolve
it without further litigation.
The government’s case is based on a premise that we should
not have been allowed to develop new versions of
VVindows
that
included built-in support for the Internet. Our appeal will stress a
1998 U.S. Court of Appeals decision that affirmed Microsoft’s
right to build Internet capabilities into Windows to benefit
consumers.
Since this case was filed
almost two years ago, the high-tech
